SAM.gov: A Registration Guide

What is SAM?

The System for Award Management (SAM.gov) is an official website of the U.S. government. The SAM.gov website is free to use and serves multiple purposes – they mainly involve checking your entity status and business registration with the US government.

However, further services will be explained below!

 

What does SAM do?

SAM offers a single login to use when navigating the federal award lifecycle. There are many services to use on the site which only require one username and password.

 This includes:

  • Register to do business with the U.S. government
  • Update, renew and simply check the status of your entity registration
  • Obtain a Unique Entity ID
  • Search for entity registration and exclusion records
  • Find assistance listings (formerly posted via the Catalog of Federal Domestic Assistance (CFDA.gov)
  • Find wage determinations (formerly posted via the Wage Determinations OnLine (WDOL.gov)
  • Find contract opportunities (formerly posted via the Federal Business Opportunities (FBO.gov)
  • Search federal hierarchy of their departments and sub-tiers – manage federal funding and awarding organizations.
  • Run contract data reports (formerly found on the Federal Procurement Data System (FPDS.gov) – The FPDS-NG offers the public access to the federal government’s spending patterns.
  • View and submit Service Contract Reports (SCRs)
  • View and submit BioPreferred Reports – This program promotes the sustainable acquisition of bio-based products which spurs rural economic development, employment rates and provides new markets for farm commodities.
  • Similar to the FPDS-NG, SAM.gov now offers access to publicly available data from access to system accounts to data extracts.

What are the advantages of SAM?

Using the services provided on the SAM.gov website holds many advantages for all businesses. However, for small businesses, gaining a SAM registration is vital.

Here’s why:

  • Increase your market share in the current competitive business climate
  • Federal agencies use the SAM database to identify businesses wanting to do business with key sectors of government (federal, state and local level government)
  • Military and civilian agencies use SAM for procurement and general sourcing needs
  • Women-Owned Small Businesses (WOSB) or Veteran-Owned Small Businesses (VOSB) are more visible on SAM.gov as federal agencies prioritise disadvantaged/small businesses.
  • May be recommended for a set-aside contract as federal contract officials look for companies with a SAM Registration.

What is an “entity”?

In SAM.gov, your company/organization is referred to as an “entity.” They also use the term “entity” to refer to prime contractors and individuals applying for assistance awards, those receiving loans, sole proprietors, partnerships and any U.S. federal agencies wanting to do business with the U.S. government. When you register with SAM.gov, your entity becomes visible to do business with the U.S. government.

However, an entity can also be used as a negative term – referring to a party debarred/suspended from doing business with the U.S. government. They may also have restrictions placed upon them or may be entirely excluded from doing business with the government.

Exclusions

Parties can be subject to exclusion if they are currently debarred, suspended or proposed for debarment. However, parties can also simply be excluded if they are deemed ineligible for the SAM.gov services available

Parties can be excluded if they are ineligible for:

  • Receiving federal contracts
  • Receiving subcontracts
  • Federal financial assistance
  • Non-financial assistance benefits

Registering your entity

As aforementioned, by completing the entity registration process at SAM.gov, your business is registered to do business with the U.S. government. However, active registration provides your company/organization with the ability to apply for federal grants/loans and bid on government contracts.

The actual registration process is now a streamlined process; however, you will still need access to certain information to acquire your SAM.gov registration.

This includes:

  • Taxpayer Identification Number (TIN)
  • Financial Information (U.S. Electronic Funds Transfer)
  • Point of Contact (POC) serving as the Electronic Business POC and the Government Business POC

To register, it is crucial to collaborate and involve company executives and your company accountancy department to get all the vital information.

Sam.gov registration guide

The SAM.gov registration process is simple; however, it is vital that you allow enough time for the registration to become active. This is usually between 10-15 business days, plus an extra day to allow other systems such as Grant.gov to also process your information.

Therefore, ensure that you are not submitting at the last minute for your contract/grant application deadline. Also, the time taken to obtain an active SAM account will vary between applicants – the less accurate the information given, the more time it will take to process your application.

Step-by-step:

  • Search sam.gov in your chosen internet browser
  • Create a SAM Individual User Account and complete authentication
  • Login
  • Select “Entity Registrations” on the “My SAM” page
  • Select “Register New Entity”
  • Select your type of entity (check the definitions provided in the Content Glossary)
  • Why are you registering in SAM? – If applying for federal financial assistance so you can apply on Grants.gov, your registration process will be much shorter
  • Complete the Core Data section:
  • Validate any DUNS information
  • Business information – (TIN)
  • Create your Marketing Partner Identification Number (MPIN) – Remember this as it will be used as a password in other government systems! You must also have access to this password for applying to Grants.gov
  • Enter your CAGE code (non-U.S. applicants should use their NCAGE code)
  • Enter general information regarding your entity
  • Provide your entity’s financial information – Electronic Funds Transfer (EFT) for payment purposes (foreign entities do not need to do this)
  • Answer Executive Compensation questions
  • Answer the Proceedings Details questions
  • POC section – vital to your Grants.gov application process and used by the CAGE program.
  • Complete the Representations and Certifications section (non-federal entities only)
  • Final review
  • Submit – you will receive a confirmation message
  • You will receive an email from SAM.gov once your registration is officially active

Entity Renewal

SAM.gov registration must be renewed annually. This can be a time-consuming process as it requires reports and updates every year. If you fail to renew your entity, your record will expire and you will be marked as inactive which can significantly affect your organization’s online visibility.

You must:

  • Update financial information
  • Update Representations and Certifications (Reps and Certs)
  • Size metrics

You can:

  • Update your POC
  • Update your North American Industry Classification System (NAICS Codes) – 6-digit numeric code to categorise your business to meet their procurement needs.

What are GSA Multiple Award Schedule (MAS) contracts?

The General Services Administration Multiple Award Schedule (GSA MAS) are long-term government Indefinite Delivery Indefinite Quantity (IDIQ) contracts or partnerships, that provide commercial products/services at volume discount pricing for federal/state/local government buyers. Organizations interested in selling to government agencies through the GSA use the GSA MAS program.

How long are they awarded for?

  • Awarded for an initial period of five years
  • Three additional five-year option periods
  • Potential 20-year life for a GSA MAS contract

  • Easier to win government business – no longer required to go through the competitive pricing process in the government marketplace

How to obtain a GSA MAS contract?

You will be eligible for a GSA MAS contract if you:

  • Are financially stable
  • Been in business for at least two years
  • Products/services have been sold commercially
  • Trade Agreements Act (TAA) compliance
  • Hold a Unique Entity Identifier (UEI)
  • Hold active SAM.gov registration

Annual entity reporting

Contractors can be required to submit annual reports on entity contracts that meet desired criteria:

  • Service Contract Reporting (SCR) – Contractors awarded service contracts pertaining to time, materials, labor and cost reimbursement must report information about invoicing and labor hours for the government inventory.
  • BioPreferred Reporting – Contractors awarded service/construction contracts must report purchases of bio-based products in the distribution of the contract. 

What is an IAE?

The Integrated Award Environment (IAE) is a government initiative administered by the GSA’s Federal Acquisition Service (FAS). The IAE improves processes and implement policies for those who receive federal awards. They manage many systems, including SAM.gov which are an essential aspect of the federal awards lifecycle.

They also manage:

  • Contractor Performance Assessment Reporting System (CPARS) – Contains the performance and integrity records of federal contractors.
  • Electronic Subcontracting Reporting System (eSRS) – A reporting tool to acquire subcontracting accomplishments which gets delivered to the awarding official.
  • Federal Awardee Performance and Integrity Information System (FAPIIS) – Contains SAM.gov’s performance information section. SAM.gov’s entity management section also provides awardee-entered information.
  • FPDS – public information about unclassified contract actions exceeding the micro-purchase threshold. Contract data reports are now integrated into SAM.gov.
  • Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS) – A reporting tool federal contractors and grant recipients use to report compensation data concerning their first-tier sub-awards which meet FFATA requirements. 

Unique Entity ID vs DUNS number

Since the 4th of April 2022, the U.S. federal government stopped using a Data Universal Numbering System (DUNS). A DUNS number was a unique, nine-digit identifier assigned to an entity. This was replaced by a new, non-proprietary identifier provided by SAM.gov. This is referred to as the Unique Entity Identifier (UEI or Entity ID).

Now entities conducting business with the U.S. federal government no longer go through a third party website to obtain their Entity ID. Now the U.S. government can streamline their ID operations making it easier for organizations to do business with them. All those registered to SAM.gov are assigned their Entity ID, including those with inactive registrations.

How are Unique Entity IDs used?

  • Must be used as part of the SAM.gov registration process
  • Entity validation services need Entity IDs
  • Interfacing systems require Entity IDs
  • Subcontracting reporting requires the Entity ID

How to get an NCAGE code?

A NATO Commercial and Government Entity Code, also known as an NCAGE code, is assigned to a company providing a product/service to the U.S. government. It is a five-character identifier assigned to entities outside of the U.S.

Step-by-step:

  • Non-U.S. entities should register through the NATO Support and Procurement Agency (NSPA).
  • Follow to the ePortal and follow their instructions to obtain the code.
  • The entity’s POC will be contacted on the NCAGE Request for Confirmation
  • The NSPA will assign an NCAGE code or forward to the relevant National Codification Bureau (NCB)
  • If not assigned – the POC will receive an email from either the NSPA or the NCB
  • The POC can inquire about the current status via the NSPA or NCB
  • Once assigned, all NCAGE Code is transferred to the DLA CAGE Program Office
  • It will then be displayed within one business day after the assignment in the CAGE Search and Inquiry (CSI)
  • You must also have an Entity ID
  • Entities must also complete the SAM.gov registration process
  • Any changes made must be exactly the same on both the NSPA and SAM.gov systems
  • DLA Program Office will process the SAM registration with an NCAGE code within ten business days
  • If additional action is required, the POC will be contacted by the DLA Program Office
  • Once fully processed, the entity’s registration will be active in SAM.gov with an active status and updated expiration date

Renewing your SAM registration:

Once a year you will need to renew your SAM.gov registration even if no details have changed. If details have changed throughout the year, you must update them as soon as possible.

This process is relatively simple; however, it is extremely important to get right. This is because your registration must remain active to get government contracts as the value of SAM is as a marketing tool to expose your organization to other contractors and the government.

You can check your SAM registration status by:

  • Go to sam.gov.
  • Click on “Search Records”
  • Search the records using your Entity Name or CAGE Code 

 

Contracting opportunities

Contract opportunities are essentially solicitation notices from federal contracting offices.

After registering to SAM.gov, you can now search for opportunities for government contracts. In the contract opportunities tab on the SAM.gov website, you can search using keywords, products/services and set-asides. Having a registered account will allow you to save searches and join interested vendor lists instead of simply using the search function. 

SAM.gov DataBank

SAM.gov makes accessing their DataBank incredibly easy so you can find the report type you are searching for. You can run several reports to be selective about the information that is most relevant to you. These reports can range from static reports (for the public to download) or standard reports (contain contract activity and can be filtered to remove unnecessary information). You may also find administrative reports (available to federal users) and ad hoc reports (advanced feature recommended for users prior knowledge of the tool).

Assistance listings

Assistance listings are public descriptions of federal programs providing:

  • Loans
  • Insurance
  • Grants
  • Scholarships
  • Other assistance awards

You can learn about funding sources and assistance programs that your organization can use for potential sales. Organizations can also use assistance listing numbers to search for assistance programs using Grants.gov. Every solicitation has an assistance listing number allowing for complete data transparency.

What is the federal hierarchy?

The federal hierarchy is the directory/family tree which organizes federal government users and establishes relationships between each department or individual agency’s sub-tiers, including its offices. It is relied upon by federal agencies for managing federal funding and awarding organizations.

What are wage determinations?

Wage determinations (WDs) are a legally mandated set of wages, fringe benefits and work rules which the U.S. Department of Labor determines in given areas using given labor categories. They will also declare the minimum paid by contractors and subcontractors to laborers on federal contracts.
